PRLS LRD publishes primer on Parliamentary Petitions Committee

In response to the request of the Office of the Majority Floor Leader to review the possible creation of a petitions committee in the region, the PRLS Legislative Research Division releases a primer discussing Parliamentary Petitions Committee.

This special release examines the character of the Petitions Committee in the Bangsamoro Parliament and underlines preliminary grounds for its establishment.

PRLS releases fact sheet on Charter of Bangsamoro Development Corporation bill

The Bangsamoro Parliament, through BTA Bill No. 48, aims to establish the Bangsamoro Development Corporation.

In general, Development Corporations refer to “corporations that are mandated to focus on investing in projects, initiatives, and companies with the hope of inciting and catalyzing inclusive development and growth, be it in the economy, urban planning, agriculture, or mining.”

This second issue of the PRLS Legislative Fact Sheet provides more information about government-owned and controlled corporations and how it may influence the establishment of a regional development corporation.

PRLS Introduces new output: Legislative Fact Sheet

PLS releases its first Legislative Fact Sheet on Social Enterprises.
The document provides supplementary notes to the following proposed bills:

1. BTA Bill No. 124 known as “An Act Providing for the Bangsamoro Cooperative and Social Enterprise Code (BCSEC) Of 2021 For the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)”

2. BTA Bill No. 157 known as “Bangsamoro Social Enterprise Act of 2021”

Public libraries and their rationale in the Bangsamoro context

Public libraries are at the forefront of efforts to preserve local knowledge and memory, promote a culture of research and critical thinking, and provide a haven for disseminating ideas, especially in the Bangsamoro context.

This paper aims to outline possible steps that could be undertaken to strengthen the public library system in BARMM and the possible actions that could be launched to turn these public libraries into zones that would celebrate the diversity of cultures found within the region.
