Legislative Research Division’s service areas

Review, assess, and analyze legislative measures and laws upon request from a Member of the Parliament and/or Parliamentary Professional (referred to as “Legislative Research Reviews”).

Provide impartial assessments and brief analyses on issues of legislative significance and collect facts, descriptions, and statistics that are evaluated based on their relevance, soundness, and their potential to enrich and substantiate discussions on legislation (referred to as “Legislative Research Notes”).

Mr Vincent Lubay Casil, PhD Candidate ABD, is the Supervising Legislative Staff Officer II of the PRLS Research Division.


Vincent Lubay Casil was born and raised in Malabon City. He earned his Bachelor’s Degree in Philosophy from Philippine Christian University and Master’s Degree in Philosophy from Ateneo de Manila University, where he defended his thesis entitled, Marx’s Idealism: The Epistemology of Manuscripts of 1844. He also spent a semester at Guangxi University, China under the School of Marxism’s Phd in Marxist philosophy program. He is currently working on Phd in Philippine Studies at the University of the Philippines, where he is exploring questions of political economy and how this notion intersects on the development of democracy in the Bangsamoro region. He is one of the recipients of China-ASEAN University Network Scholarship on 2020.

Vincent was a former faculty member of Department of Philosophy at the Ateneo de Manila University. He is also affiliated as a faculty member of department of Theology and Philosophy of Dela Salle-College of St. Benilde, Lyceum of the Philippines University, and Philippine Christian University. In these Universities, he has delivered courses on Ethics, Humanities, Socio-political philosophy, Marxist Philosophy, and other related subjects.

As an academic, he has also taught research courses to Political Science and Public Administration students at the City of Malabon University. Here, he supervised policy-related studies, some of them include, The Child and Youth Welfare Code in Malabon City (2018), The Effectivity of Lupong Tagapamayapa in Barangay Longos, Malabon City (2017), A Philippine Strategic Defense Alliance Framework Based on a Revaluation of PH-US Defense Alliance (2017), and The Implementation of Cash Conditional Transfer Program in Barangay Acacia, Malabon City (2015).

His published and presented articles include: the different manifestations of alienation, readings on Heidegger and Marx’s philosophy, and issues on justice, misrecognition, and formation of subjectivities in the Philippine society. Some of the recent ones include A Review Essay of“Moral Politics in the Philippines: Inequality, Democracy, and the Urban Poor (2020), Marx’s Epistemology and the Problem of Conflated Idealisms (2019), The Protest Votes of the Alienated Population: The Rise of Duterte’s Populism (2019), and The Populist and the Alienated Population: Duterte and the Middle-Class Protest Votes (2018).

As part of Policy Research and Legal Services, he has experienced writing reviews and commentaries on policies and legislations of the members of the parliament. He has provided support in planning and conducting seminars, trainings, and workshops for the different offices in the parliament, and worked on designing and authoring research on policy-related matters relevant to BARMM.

At present, his writings are focused on Bangsamoro studies, including the discussions on moral governance, democracy, political economy, and other pertinent issues involving the Bangsamoro Parliament. Some of his recent published works are:  Bangsamoro Local Government Code Re-reading of Decentralization and its Problems (2023), The Production of Homo Economicus in the Filipino Masses and Middle Class (2022), and Merit-based Recruitment: Exploration of the Concept of Merit in the Bangsamoro (2021).

LRD Staff

The Legislative Research Division (LRD) produces policy analyses, policy notes, committee bill reviews, policy commentaries, and legislative fact sheets. The staff below are competent Parliamentary Professionals that write policy analysis, notes, and commentaries, and assist in conducting legislative talks and workshops.


Technical Staff


Kebart P. Licayan is a Legislative Staff Officer III and a Boholano under the Legislative Research Division of the Policy Research and Legal Services, Bangsamoro Transition Authority (BTA-BARMM). He has a bachelor’s degree in Political Science from Rizal Technological University and a master’s degree in International Relations from S. Rajaratnam School of International Studies, a Certificate in Terrorism Studies from the same University, and a degree certificate program in Peace and Conflict Resolution Education from Miriam College. His research interest include an interdisciplinary research between (1) peace and security and international relations and (2) regional and local governance in the Bangsamoro Autonomous Region in Muslim Mindanao. Prior to joining the PRLS, he previously taught political science and international relations at Far Eastern University, San Beda University, Pamantasan ng Lungsod ng Muntinlupa, De La Salle-College of St. Benilde, and Miriam College.


Aisah P. Solaiman a Legislative Staff Officer IV, is a Meranao who holds two degrees: Islamic Studies for her master’s degree and International Relations for her undergraduate; she earned the former at the University of the Philippines-Diliman (2018), while the latter at the Mindanao State University-Main Campus (2015). She also holds a Certificate in Shariah Banking and Finance from International Research Centre of Islamic Economics and Finance, Malaysia and a Certificate in Islamic Economics at International Institute of Islamic Thought East and South East Asia in collaboration with International Islamic University Malaysia. Ms. Solaiman was a recipient of numerous scholarship programs such as Special Muslim Grantee, Integrative Center for Alternative Development (ICAD) Foundation, Inc. Scholar, and Institute of Islamic Studies Fellows. Previously, she worked as Corporate Secretary at a Harmony and Wisdom Foundation, Inc. and was National Olympic Committee (NOC)-Office Staff Consultant during the 2019 South East Asian Games. Likewise, she served as a part-time lecturer of Islam, Values, and Dialogue at ICAD Foundation, Inc. In her spare time, she finds herself doing many volunteer activities in INGOs and NGOs such as Catholic for Reproductive Health and Global Peace Foundation, to name a few, which had her exposed to different issues championed by these institutions, including promotion of peace in Mindanao and reproductive health for the welfare of the Filipino nation. Ms. Solaiman’s research interests include Islamic Banking and Finance; Bangsamoro history, issues, and policies; and Code of Muslim Personal Laws of the Philippines (P.D.108)


Mc Erschad D. Pabillan, a proud Maguindanaon and representative of the Bangsamoro people, is currently serving as the Administrative Officer V of the Legislative Research Division, Policy Research, and Legal Services. His unique blend of Chemical Engineering, Data Science, and AI prompt engineering expertise provides a fresh perspective in policy analysis and research. Education: Mr. Pabillan obtained his BS Chemical Engineering degree from the University of the Philippines Diliman and is on the threshold of completing his Masters Degree in Engineering, Major in Chemical Engineering, at the Cebu Institute of Technology-University. Expanding his skill set, he also graduated as a Data Scientist from the Development Academy of the Philippines under the SPARTA project in 2022. Research and Advocacy: Pabillan’s dedication to the Bangsamoro community is evident in his leadership of the project titled “Decentralized Microgrids: An Energy System Model for the Rural Electrification of Basilan, Sulu, and Tawi-Tawi Islands,” under the Ministry of Science and Technology Research Grant. With a keen interest in policy issues regarding energy, environmental management, and e-governance in the Bangsamoro region, he aspires to harmoniously integrate AI and data-driven methodologies to drive meaningful social change and positively impact the community. Additional Information: Mr. Pabillan’s multi-dimensional career includes serving as a data analytics consultant for the Ministry of Interior and Local Government on the Local Governance Functionality Appraisal (LoGFA) in 2022. His pioneering approach marries data-driven technology with policy research-making, analysis, and evaluation, emphasizing the power of AI and technology in reshaping governance. Mr. Pabillan’s combined expertise in engineering, data science, and AI makes him a forward-thinking force in the realm of legislative research.


Gurhan Anjalin Adan, a Tausug hailing from Zamboanga City, is a Legislative Staff Officer II (LSO II) under the Legislative Research Division of the Policy Research and Legal Services (LRD-PRLS). Among his main responsibilities include conducting research to aid legislation and providing valuable insights into Islamic-related legislation for the members of the parliament (MPs) and the Bangsamoro Transition Authority (BTA) as a whole. Gurs holds two degrees: a Bachelor of Arts in Social Studies from the Western Mindanao State University, and a Master of Arts in Islamic Studies from the University of the Philippines Diliman. He is also a Shari’ah Counselor-at-Law, demonstrating his expertise in counseling and conflict resolution as a sign of his deep commitment to the principles and practice of Islam in BARMM. His research interests revolve around the Bangsamoro context, particularly in Muslims in the Philippines, the Bangsamoro peace and development, History, Culture, and the application of Shari’ah within the Bangsamoro region. Prior to working in the PRLS, Gurs worked as a Consultant and Researcher at the Armed Forces of the Philippines’ Center for Preventing and Countering Violent Extremism (AFP-CPCVE); he also worked as a Graduate Assistant in three offices in UP Diliman: (1) Institute of Islamic Studies, (2) Office of Student Projects and Activities, and (3) College of Arts and Letters Library. He is actively involved in youth organizations, manifested as the first president of the Shabab At-Taawun, the Youth organization that started a free Madrasa Summer class in Barangay Sinunuc, Zamboanga City. Through his research and advocacy efforts, he strives to contribute to a greater understanding and promotion of the rights and well-being of the Bangsamoro government and its people. Gurhan’s exceptional educational achievements, research interests, and commitment to advocacy make him an asset in promoting understanding, inclusivity, and positive change within the Bangsamoro community and beyond.


Madani Amerol Sultan, a Legislative Staff Officer IV, is a Maranao who holds a Bachelor’s degree in Social Work from Mindanao State University (MSU), Marawi City. He is currently finishing his Master’s degree in Public Administration at the same university. He is a human welfare advocate. In his 10 years in service as a humanitarian worker, he received different distinctions and recognitions as one of the top-performing workers in his field. He was a municipal link of Picong, Butig, and Malabang for 9 years. Later, he became Social Welfare Officer III in the province of Lanao del Sur B, covering 20 municipalities. He initiated and implemented different programs and activities such as organizing women’s sector, youth organizations, and indigenous people in Malabang, Lanao del Sur. Because of his efforts and commitment to his advocacy, he is recognized by Luminare Productions Management, Inc. to receive the “Man of Influence: A Catalyst of Change and People Empowerment Advocate Award.” As a technical staff of the Legislative Research Division of Policy Research and Legal Services, Mr. Madani’s research interests include social welfare services, gendered norms, values and cultural identities in the Bangsamoro region.


Administrative Staff


Nazrin Manabilang Adiong, an Administrative Assistant III, is a proud Meranaw individual who holds a Bachelor’s degree in Tourism from the esteemed Trinity University of Asia with a strong research interest in contributing to the betterment of the Bangsamoro community through her dedication to community development initiatives. With a passion for providing excellent service, Nazrin started her career as a support staff member at the prestigious Sofitel Philippine Plaza, where she honed her skills for almost four years. Her exceptional performance caught the attention of the renowned JCI Marketing Group, which recommended her for a reception desk officer training program. Always eager to learn and grow, Nazrin embarked on an enlightening journey as part of the Asia Pacific Cruise Ship Educational Trip in Singapore. This valuable experience allowed her to gain insights into the international tourism industry and enhance her knowledge in the field. In 2018-19, Nazrin joined MediCard Philippines, a widely recognized health maintenance organization (HMO) known for its top-notch healthcare services across the country. During her time there, she consistently demonstrated her dedication and commitment by providing exceptional administrative support and contributing to the smooth functioning of the organization. Nazrin’s unwavering work ethic, meticulous attention to detail, and genuine passion for delivering outstanding service make her a valuable asset in any professional setting. Her diverse skill set in tourism and administration, combined with her strong sense of professionalism, continue to have a positive impact on her chosen field.


Junaimah Manabilang Rasuman is a Administrative Assistant III and a Meranao under the Legislative Research Division, Policy Research and Legal Services. She possesses a solid educational background, having obtained a bachelor of Secondary Education Degree in Technology and Livelihood Education from Mindanao State University – Iligan Institute of Technology in 2019, graduated as a cum laude through. Subsequently, she successfully passed her Licensure Examination for Professional Teacher in September 2019. Junaimah’s profession somewhat aligns with the responsibilities of her current job, allowing her to make connections and utilize her skills effectively. She strives to maintain harmonious relationships with her colleagues. While this is her first job, she has already acquired significant experience working in a similar capacity, laying a foundation for her role with the PRLS. As time progresses, she is gradually immersing herself in the technical aspects of her job, further expanding her expertise in the field. Wherefore, Junaimah harnesses the depth of her profound academic background to actively engage in the continuous exchange and acquisition of knowledge, even in an unfamiliar environment. Fueled by an unwavering dedication to Bangsamoro advocacy, she strives to contribute to the holistic improvement and development of the her background. Her steadfast commitment lies in the pursuit of progress, ensuring that her efforts leave a lasting impact on the betterment of the Bangsamoro community.


Humaid Langco Disocor an Administrative Assistant II, is a Meranaw individual who holds a Bachelor’s degree of Science in Radiologic Technology from the prestigious Iligan Medical Center College. In 2015-2016, he finished his internship at Northern Mindanao Hospital in Cagayan De Pro City where he honed his skills for almost 1 year. His keen interest in the Bangsamoro community has led him to his current position. Humaid eager to learn and grow, he was appointed as a liaison officer responsible for processing payment of bills and transporting files to other agencies. Humaid has internalized the daily task and willing to learn more and grow, continue to have a positive impact on this chosen career.


Defcon Israel Medel Tan, an Administrative Assistant III, is a Maguindanaoan who was working previously as administrative aide at the ODA Coordination and Management of ARMM. He obtained a vocational course in computer programming at the Notre Dame–RVM College of Cotabato.


Michelle Retes, Administrative Assistant I, from Negros Oriental, currently serves under the Legislative Research Division, Policy Research and Legal Services. Her responsibilities include the meticulous compilation of received and released papers, efficient management of the LRD task tracker, Active participation in workshops, and crafting engaging captions for social media. Michelle’s passion for political science, cultivated during her studies at Silliman University, underscores her commitment to excellence in the realm of legislative Research Division.
