PRLS provides reviews and keen analyses on various legislative measures and laws requested by the Members of the Parliament and/or by Parliamentary Professionals such as the heads of the Parliament offices. The PRLS legislative reviews are:

Legislative Research Review (LRR) is a research-based review of various legislative measures and laws requested by Members of the Parliament and/or by Parliamentary Professionals. The Legislative Research Division assesses and analyzes the measures based on the broader perspectives drawn from available research data and scholarly studies. The analytic review may be structured but not limited to the following outline: (1) an executive summary, (2) introduction and problem statement (i.e., why is problem important?), (3) assemble evidence, (4) construct alternative policy responses, e.g., choices for addressing the policy problem, (5) list of specific criteria used in making evaluation such as explicit score alternatives or measurable indicators associated with the problem, (6) apply criteria or a summary of comparative assessment through a representational matrix, and lastly (7) specifying options and/or recommendations.
Legal Reviews (LR) are in-depth and comprehensive evaluation of the current draft of a bill to ensure its constitutionality and consistency with national and regional laws, upon request from a Member of the Parliament.
In the spirit of abiding by our mandate, mission-vision, and focal service areas, PRLS initiates works (referred here as “Legislative Briefs”) that are timely relevant and essential to providing succinct scrutiny and analysis of select legislative measures, agendas, concerns, and existing laws.
Legislative Research Notes (LRN) are composed of curated information presented through collected facts, descriptions, and statistics that are evaluated based on their relevance, soundness, and their potential to enrich and substantiate discussions on legislation proposed by the Bangsamoro Parliament. LRN is specifically written and designed towards helping members of the Parliament as well as members of parliamentary and statutory committees, in crafting sound and rational laws for the Bangsamoro.
Legal Opinions (LO) refer to a response to an existing query on legal matters and review of legal documents affecting the Bangsamoro Parliament upon request from a Member of the Parliament and/or Parliamentary Professionals.
Legislative Briefers (LB) are concise account of specific legislative proposals, curated by a dedicated team in the Legislative Research Division. It encapsulates the proposed resolution or bill’s title, its legislative journey, the issues it addresses, its objectives, justifications, implementation strategies, and the expected impact. These succinct reviews, sought by legislators, stakeholders, and the public, provide an analytic perspective of the proposed law, facilitating a clear understanding and evaluation of the bill’s merits and potential impacts.
Legal Primers (LP) are summarized versions of Bangsamoro Autonomy Acts underscoring salient provisions therein.

Through these co-designed legislative workshops between PRLS and prospective partners (MPs, Ministries, LGUs, NGOs, CSOs, Academe, and other Bangsamoro Stakeholders), a legislative measure especially a bill is aided that is grounded on rigorous research and comprehensive legal works originating from the everyday lived realities of the Bangsamoro people. There are two PRLS legislative workshops:
(1) Policy Research workshop is composed and aggregated by research mentorship and policy research methodology that will progressively lead to the writing of a policy research paper, including its intended design, structure, and format. This series of activities will have an activity that will guide participants to adequately convert their policy research paper into a bill and/or a resolution. The activity on converting a policy research paper into a bill constitutes necessary training to learn technical skills in crafting and writing a bill, including its elements and style, to be proposed in the Bangsamoro Parliament.
(2) Bill Drafting workshop is composed and aggregated by legal mentorship and legal research writing that will progressively lead to “bill and resolution” drafting activity, including its intended design, structure, and format. It is a series of activities that start from legal mentorship, legal research writing, to drafting a bill and/or a resolution. The bill drafting activity constitutes necessary training to learn technical skills in crafting and writing a bill, including its elements and style, to be proposed in the Bangsamoro Parliament.
