President

Mc Erschad D. Pabillan is a skilled Data Scientist and policy research expert, specializing in the intersection of data analytics, engineering, and policy development. With a bachelor’s degree in chemical engineering from UP Diliman and an ongoing pursuit of a master’s degree in Chemical Engineering at the Cebu Institute of Technology, Mc Erschad possesses a strong academic background that combines technical expertise with policy-oriented research. Furthermore, Erschad has demonstrated a commitment to advancing his knowledge and skills in data-driven policy research through the completion of the Data Scientist Certificate program at the Development Academy of the Philippines under Project Smarter Philippines through Data Analytics, R&D, Training, and Adoption (SPARTA). This program has equipped him with advanced data analytics techniques and methodologies essential for generating actionable insights and evidence-based policy recommendations. As a policy research expert, Erschad has been actively involved in impactful projects. Notably, he served as a data analyst consultant for the Local Governance Functionality Appraisal (LoGFA) under the MILG, where his analytical expertise contributed to the assessment and enhancement of local governance functions. Additionally, Erschad has taken on the role of Project Leader for the Ministry of Science and Technology (MOST) Research Grant titled “Decentralized Microgrids: An Energy System Model on the Rural Electrification of Basilan, Sulu, and Tawi-Tawi Islands.” Through this project, he has provided valuable insights and policy recommendations, leveraging data-driven technologies and methodologies to address energy and environmental management challenges. With his comprehensive skill set and expertise in policy research, Erschad excels at bridging the gap between data analysis and policy formulation. His ability to communicate complex findings in a clear and concise manner ensures that his research has a tangible impact on policy outcomes. Vice President

Almahdi “Aldean” Alonto has worked with the various international humanitarian agencies, non-governmental organisations and government agencies. He has served as Special Assistant to the Vice-Chancellor for Research and Extension and was Assistant Professor IV of history department at the Mindanao State University in Marawi City. Mr. Alonto obtained his M.A Degree in Conflict Resolution at the University of the Bradford as Chevening Scholar under the British Foreign and Commonwealth Office sponsorship and was a recipient of Oxford Muntada fellowship at the University of Oxford Islamic Studies. He holds M.A. in Asian Studies at the University of the Philippines, Diliman where he also finished his B.A in History. In addition, he has delivered a lecture on “Understanding the Dynamics of Conflict: A Case Study of Mindanao” at the Northern Illinois University Inter-ethnic Dialogue and Conflict Resolution and co-authored an article on “Intra-faith Dialogue: The Missing Link in inter-faith Dialogue” published by Chicago State University in 2007. Former lecturer at the De La Salle University History Department and taught in Libya for 9 years at the University of Misurata, Faculty of Arts and Faculty of Education. He is currently an Associate Professor at the History Department, of MSU main campus.
Secretary

Aleja Mae U Mantukay is a talented and dedicated Secretary, bringing her expertise to various fields. Hailing from the Maguindanaon community, Aleja Mae holds two notable degrees from Cotabato State University (CSU): a Master’s degree in Peace Development and an undergraduate degree in Community Development. This educational background reflects her commitment to both community empowerment and fostering peaceful environments. Currently, Aleja Mae serves as the ALS Municipal Coordinator for the Synergeia Foundation, where she plays a vital role in advancing alternative learning systems within her municipality. Her dedication to providing educational opportunities for all showcases her passion for equitable and inclusive education. In addition to her role at the Synergeia Foundation, Aleja Mae holds the position of MEAL Officer at the Institute of Bangsamoro Studies (IBS). In this capacity, she ensures effective monitoring, evaluation, accountability, and learning for the organization’s programs. Her contributions are instrumental in promoting evidence-based decision-making and fostering sustainable development within the Bangsamoro community. Aleja Mae’s expertise has also been recognized on an international level. She has served as a consultant for UNICEF, lending her valuable insights and knowledge to support their initiatives. This experience highlights her ability to make a meaningful impact beyond local contexts. Beyond her professional commitments, Aleja Mae actively engages in research and writing for the Institute of Bangsamoro Studies (IBS). Her dedication to generating knowledge and contributing to academic discourse demonstrates her commitment to continuous learning and intellectual growth. Finance Officer

Marhana Fatma U. Lumapinit is a highly skilled Finance Officer based in Cotabato City. With a remarkable track record of over 3 years as a Project Officer in HiPeC-BM, Marhana has earned a solid reputation for her financial expertise and exceptional project management abilities. Marhana’s educational background is equally impressive. She holds a Master’s degree in Public Administration from Mindanao State University, which has provided her with a comprehensive understanding of public finance and governance. Additionally, Marhana possesses a Bachelor’s degree in Community Development, which serves as a strong foundation for her work in community-focused projects. Throughout her academic journey, Marhana consistently stood out for her outstanding academic achievements and demonstrated exceptional leadership skills. These qualities have undoubtedly contributed to her success in various roles within notable organizations and projects, including her pivotal contributions to HiPeC-BM. Marhana’s proficiency in managing projects and administrative responsibilities has been invaluable in ensuring their successful implementation. Project Coordinator

Aisah Panolong Solaiman is a Meranao who holds two degrees: Islamic Studies for her master’s degree and International Relations for her undergraduate; she earned the former at the University of the Philippines-Diliman (2018), while the latter at the Mindanao State University-Main Campus (2015). She was a recipient of numerous scholarship programs such as Special Muslim Grantee, Integrative Center for Alternative Development (ICAD) Foundation, Inc. Scholar, and Institute of Islamic Studies Fellows. Previously, she worked as Corporate Secretary at a Private Company and was National Olympic Committee (NOC)-Office Staff Consultant during the 2019 South East Asian Games. Likewise, she served as a part-time lecturer of Islam, Values, and Dialogue at ICAD Foundation, Inc. In her spare time, she finds herself doing many volunteer activities in INGOs and NGOs such as Catholic for Reproductive Health and Global Peace Foundation, to name a few, which had her exposed to different issues championed by these institutions, including promotion of peace in Mindanao and reproductive health for the welfare of the Filipino nation. Ms. Solaiman’s research interests include Islamic Banking and Finance; Bangsamoro history, issues, and policies; Code of Muslim Personal Laws of the Philippines (PD1083); and Islamic Rulings/Law.
Project Coordinator

Nesreen U. Namla is a Project Coordinator with a strong educational background and valuable professional experience. She holds two degrees, the first being a Bachelor of Science in Community Development from Cotabato State University, followed by a Bachelor of Science in Secondary Education from St. Benedict College Of Cotabato. Currently, Nesreen is making significant contributions as a Social Mobilizer at Relief International, where she has been employed for nearly a year. In this role, she actively engages with communities, utilizing her skills to mobilize resources and implement impactful projects. Nesreen’s dedication to humanitarian work and community development shines through her work at Relief International. Nesreen has also showcased her research and coordination abilities during her time as a Research Coordinator at WORLD VISION. Her expertise in project coordination and research management allowed her to contribute to valuable research projects aimed at improving the lives of vulnerable populations. Nesreen’s educational achievements, coupled with her hands-on experience as a Project Coordinator and Research Coordinator, demonstrate her expertise in community development, education, and research. Her ability to effectively coordinate projects and conduct meaningful research underscores her commitment to making a positive impact on society. With her passion for community development, strong project coordination skills, and research expertise, Nesreen U. Administrative Officer

Johani Z. Sambolawan is an Administrative Officer and proud Maguindanaon. With a Bachelor of Science degree in Community Development, specializing in Community Organizing, obtained from Cotabato State University in June 2019, Johani has demonstrated a strong commitment to making a positive impact in communities. To further enhance their skills and broaden their knowledge, Johani pursued a Diploma in Secondary Education at Saint Benedict College Cotabato City, which was successfully completed in 2021. This additional qualification has equipped Johani with valuable insights into education and instructional methodologies. Prior to their current role, Johani dedicated two years as an Administrative Officer in the Administrative and Finance Department at Bangsamoro Ports Management Authority-BARMM. This experience has honed Johani’s organizational abilities, attention to detail, and ability to thrive in a fast-paced environment. Johani’s professional journey is driven by a genuine passion for community development, education, and efficient administrative operations. With their exceptional skills and dedication, Johani continues to contribute to the betterment of organizations and communities alike.
