PRLS Participates in Supreme Court’s Review of Shari’ah Justice System

As part of the Supreme Court of the Philippines’ ongoing efforts to reform the Shari’ah justice system, Dr. Nassef M. Adiong, together with Ms. Asmin P. Abdullah, SCL, from the Policy Research and Legal Services–Legislative Measures and Legal Assistance Division (PRLS-LMLAD), and Mr. Gurhan Adan, SCL, from the Policy Research and Legal Services–Legislative Research Division (PRLS-LRD), participated in a focus group discussion (FGD) in Davao City from August 10 to 12, 2024. These discussions were part of the Institutional Review and Assessment of the Philippines’ Shari’ah Justice System (IRA-SJS), a Supreme Court initiative aimed at evaluating and improving Shari’ah courts.

The IRA-SJS is a cornerstone project of the Supreme Court’s Strategic Plan for Judicial Innovations (SPJI 2022-2027). This initiative seeks to align the Shari’ah justice system with the principles of justice, equity, efficiency, and inclusivity. The review also aims to provide evidence-based recommendations to enhance the system’s overall functionality, with a particular focus on addressing the needs of marginalized groups.

PRLS’s participation in the FGDs involved engaging with various stakeholders to assess the integration of innovations within the current Shari’ah justice framework. The event brought together representatives from the Bangsamoro Transition Authority, Shari’ah court judges, members of the academe, Shari’ah counselors, and local government officials to discuss key issues within the system.

The discussions included a modified SWOT analysis to identify the strengths, weaknesses, opportunities, and threats faced by the Shari’ah justice system. Stakeholders examined various aspects, including the system’s impact on marginalized communities, the effectiveness of Alternative Dispute Resolution (ADR), and the competencies required of Shari’ah judges and practitioners. Participants also explored the feasibility of establishing additional Shari’ah courts and a Shari’ah High Court, as well as legal amendments necessary to improve the system.

PRLS played a key role in documenting the discussions with Shari’ah Counselors-at-Law, which will contribute to policy recommendations for the Supreme Court. These recommendations are expected to enhance the responsiveness and inclusivity of the Shari’ah justice system while ensuring its alignment with national and global standards of judicial innovation.

Policy Research and Legal Services Receives Recognition from BAICS

Policy Research and Legal Services, under the leadership of Dr. Nassef Manabilang Adiong, Ph.D., has been honored with the “Most Enhanced Internal Control Development” award by the Baseline Assessment of Internal Control System (BAICS). Additionally, Atty. Hisham Nazz A. Biruar, CPA, Attorney V, received the “Outstanding Internal Audit Responsiveness” award. These awards were presented during the BAICS Culmination Program at the Grand Summit Hotel in General Santos City on July 17, 2024 | 11th of Muharram, 1446.

Both offices showed great dedication, resulting in significant improvements in their control environments from initial requests to validated walkthroughs. Under Dr. Adiong’s leadership, Policy Research and Legal Services has demonstrated a strong commitment to enhancing processes and ensuring compliance with rigorous standards. Their significant improvements in internal control documentation set a high standard for other departments, reflecting their hard work and consistent progress.

Similarly, the efforts of Atty. Biruar and his team in the Legislative Measures and Legal Assistance Division have been recognized for their quick and thorough responses to the Internal Control Questionnaire and the interim BAICS report. This recognition highlights their efficiency and thoroughness in internal audit processes.

PRLS-OSD Conducts Strategic Capacity Building for Effective Leadership

The Policy Research and Legal Services (PRLS) organized the “Strategic Capacity Building for Effective Leadership in Policy Research and Legal Services” event from June 2-4, 2024 | Dhul Qi’dah 26-28, 1445, at the Crowne Plaza Galleria Manila in Quezon City. This initiative aimed to enhance participants’ leadership skills in policy research and legal services while maintaining high performance standards. The program focused on Evidence-Based Management (EBM) as a core component of effective leadership.

Led by resource speaker Royce Pacibe, the event featured a variety of activities designed to engage and educate participants. The agenda included icebreakers, discussions on the PRLS vision and mission, and critical topics such as the limitations of plans, agile practices, and the EBM Guide. These sessions provided a thorough understanding of key concepts necessary for leadership in the field.

Participants also took part in practical exercises that emphasized consultative leadership, market sustainability, and key-value areas. These activities allowed attendees to apply theoretical knowledge to real-world scenarios, reinforcing their learning and improving their skills. The program effectively equipped participants with the tools and knowledge needed for effective leadership in policy research and legal services.

PRLS Congratulates Dr. Nassef Manabilang Adiong on Being Named One of the 75 Most Outstanding Alumni of the University of the East

Dr. Nassef Manabilang Adiong, who graduated Magna Cum Laude with a Bachelor of Arts in International Studies from the University of the East (UE) in 2006 and currently serves as the Director of Policy Research and Legal Services at the Bangsamoro Parliament, was honored as one of UE’s 75 Most Outstanding Alumni since 2021. He received his award last June 3, 2024, at the University of the East. This prestigious recognition celebrates his relentless pursuit of justice and knowledge.

Beyond his parliamentary role, Dr. Adiong has made significant contributions to the academic and research community. He has founded four research organizations, initiated five book series, and established a scholarly journal, all aimed at challenging the dominance of Western perspectives in knowledge. His influence extends globally; in 2018, he represented Asia at the International Studies Association’s Global South Caucus, and in 2020, he served as a governing board officer at the World International Studies Committee.

Dr. Adiong emphasizes the importance of balancing academic pursuits, policy reform, and professional family life. He underscores the values of empathy, humility, social ethics, skill development, and the continuous pursuit and advancement of knowledge. Additionally, he highlights the crucial role of researchers in promoting good governance, particularly in legislation and policymaking. Despite his numerous achievements, Dr. Adiong remains grounded, consistently acknowledging that his journey is shaped by a steadfast commitment to the people and causes he advocates for.

DOST-NRCP awards research grant to PRLS

The Department of Science and Technology – National Research Council of the Philippines (DOST-NRCP) has awarded the Policy Research and Legal Services (PRLS) a research grant to assess sufficiency of foreign aid and development partners in the Bangsamoro region. 

Led by Director Nassef Manabilang Adiong, with staff researchers Kebart Licayan, Aisah Solaiman, and Shahid Calalagan, the PRLS launched the research project “Needs Assessment and Foreign Aid in BARMM.”

The said project will be implemented under the DOST-NRCP’s program, “Support to the Promotion of a Science-Culture on Basic Research in the Regions for Global Competitiveness.”

Today, the research team attended a pre-implementation meeting via Zoom teleconferencing. It was spearheaded by NRCP Executive Director Marieta Banez Sumagaysay. 

Research grantees are oriented  about research undertakings, guidelines and procedures. Allocation mechanism and ground monitoring of the NSTEP focal region were also discussed in the meeting. 

The PRLS is the only BARMM-based and non-academic institution to receive the grant. Other recipients include various universities in Mindanao.
